This incentive is related to hydrant spacing. The building and fire codes require hydrants on the property when the buildings are beyond a certain distance form a public roadway and public hydrants. Just as the spacing of public hydrants can be increased, the distance to the building can also be increased in order to delete the private hydrant requirement.
