Many water authorities will demand a special fee for connecting a sprinkler system, even though it adds mere minutes to an inspector's time when approving the water connections. To us, this is simply another way to get more revenue. It is hard for them to defend and thus is a good candidate for a cost reduction incentive. The same logic we suggested in the section on meter charges can be used here. Make them part of the solution by reducing these fees.
